Two different roles, easy to conflate

Most companies in this cluster have one confirmed touchpoint with Arc. Visa has two, and they're structurally different, which is worth separating clearly.

As a founding validator, Visa is one of 11 named institutions Circle says will anchor Arc's permissioned consensus set at mainnet launch. Visa's quoted statement in that release: "Arc represents the kind of compliant, high-trust network infrastructure needed to help support the growth of onchain payments." As a settlement network participant, Visa runs a separate, ongoing pilot in which banks and merchant acquirers can settle transactions in stablecoins across a growing list of blockchains. That pilot predates the founding-validator announcement: Visa launched USDC settlement in the United States in December 2025, and by 29 April 2026 had scaled it to a $7 billion annualized run rate — up 50% quarter over quarter — while adding five blockchains (Arc, Base, Canton, Polygon, and Tempo) to four already supported (Avalanche, Ethereum, Solana, Stellar). Arc's inclusion in that list is a product-level fact, separate from its validator role, and dated nearly four months before Circle's founding-validator announcement.

Together, these confirm Visa has both a governance-layer relationship with Arc (validator) and a product-layer one (settlement network inclusion) — which is more concrete than most entries in Circle's partner list, most of which have only a validator seat or a named-but-undetailed integration. It does not mean Visa's $7 billion settlement run rate is Arc-specific — that figure is a network-wide total across all nine blockchains in the pilot, and Visa has not published an Arc-only breakdown as of 2 September 2026.
