EURC on Arc: what it is, MiCA status, and current availability
What EURC is, its confirmed MiCA compliance status, and its current availability on Arc testnet as of 2 September 2026.
EURC is Circle's euro-denominated stablecoin, and it is confirmed MiCA-compliant: Circle states that Circle Internet Financial Europe SAS is "a licensed electronic money institution authorized to issue USDC and EURC as regulated e-money tokens under MiCA regulation in the EEA," with MiCA's e-money token rules entering into application in June 2024. Circle does not publish a specific licence-grant date on its EURC page, and this guide does not assert one. On Arc specifically, EURC's status as of 2 Sep 2026 is testnet-only: a contract address is published for Arc testnet, with no mainnet address published yet, consistent with Arc mainnet itself not launching until 16 September 2026.
What EURC is
EURC is a stablecoin issued by Circle, pegged to the euro and backed by euro-denominated reserves, functioning as the euro counterpart to Circle's better-known USDC. It's built to the same general design principle as USDC — a fully-reserved, redeemable digital representation of the reference currency — but issued under a separate legal and regulatory structure specific to euro issuance in the EU.

MiCA status: confirmed, and worth stating precisely
Circle announced, in its own press materials, that it became the first global stablecoin issuer to comply with the EU's Markets in Crypto-Assets regulation (MiCA). Circle's own EURC page states that Circle Internet Financial Europe SAS is "a licensed electronic money institution authorized to issue USDC and EURC as regulated e-money tokens under MiCA regulation in the EEA," and that MiCA's e-money token (EMT) provisions entered into application in June 2024. Under MiCA's classification, EURC is treated as an Electronic Money Token, a specific regulatory category for crypto-assets referencing a single fiat currency, distinct from the broader Asset-Referenced Token (ART) category MiCA also defines. Reserves backing EU-issued USDC and EURC are required to be held in EU credit institutions under MiCA Article 36.
Circle does not publish, on its EURC page, a specific calendar date on which the licence itself was granted, or which national regulator granted it — only that Circle Internet Financial Europe SAS holds that licence and that MiCA's EMT rules became applicable in June 2024. An earlier version of this guide stated a specific "1 July 2024, ACPR-granted" date; that date and regulator attribution were not independently sourced and have been removed. Confirm the precise licence-grant date and issuing authority directly with Circle for any compliance or legal purpose. This is a confirmed regulatory status overall — but the licence-grant date specifically is not independently confirmed as of 2 Sep 2026.
Where EURC is usable, generally
EURC's core, non-Arc-specific use case is any transaction or treasury position denominated in euros where a business wants stablecoin settlement speed without taking on USD exposure — a European counterparty invoicing in euros, or a treasury holding euro-denominated obligations, being the clearest fits. It trades and settles on multiple chains where Circle has deployed it, with Arc being one of the newer, pre-mainnet deployments as of 2 Sep 2026.
EURC on Arc specifically, as of 2 Sep 2026
Arc's own developer documentation lists a EURC contract address for Arc testnet specifically, with a note that mainnet addresses are not yet available — consistent with the chain-wide fact that Arc mainnet has not launched (that happens 16 September 2026) and no official mainnet contract addresses for any token, EURC included, have been published. Testnet EURC can be requested from Circle's faucet (faucet.circle.com) by selecting Arc Testnet as the network and EURC as the token — the same mechanism used to obtain testnet USDC. This means EURC on Arc is currently in the same status tier as most of Arc itself: real and testable on testnet, not yet live for any production use.
What this means for a business evaluating EURC on Arc now
Concretely, a business with euro-denominated payment or treasury needs can and should test EURC-based flows on Arc testnet now — verifying contract interactions, wallet support, and any provider's EURC handling — without waiting for mainnet, since the testnet infrastructure is genuinely usable today. What can't happen yet is any live EURC transaction with real value on Arc, and no mainnet contract address should be assumed or guessed; wait for Circle's official mainnet publication. Questions
Is EURC MiCA-compliant?
Yes, confirmed — Circle states it was the first global stablecoin issuer to comply with MiCA. EURC is issued by Circle Internet Financial Europe SAS, a licensed electronic money institution authorized to issue USDC and EURC as regulated e-money tokens under MiCA in the EEA; MiCA's e-money token rules entered into application in June 2024. Circle does not publish a specific licence-grant date.
Is EURC live on Arc mainnet?
No. As of 2 Sep 2026, only a testnet contract address for EURC is published on Arc; mainnet addresses for any token, including EURC, were not published as of that date. Arc mainnet itself launches 16 September 2026.
Can I get testnet EURC to test with now?
Yes — Circle's faucet (faucet.circle.com) dispenses testnet EURC on Arc Testnet, the same mechanism used for testnet USDC, and this is genuinely usable today for integration testing.
What regulatory category does EURC fall under, under MiCA?
Electronic Money Token (EMT) — a MiCA classification for crypto-assets referencing a single fiat currency, distinct from the Asset-Referenced Token (ART) category.
Is EURC's reserve backing regulated the same way as USDC's?
For EU-issued EURC and USDC, reserves are required to be held in EU credit institutions under MiCA Article 36. Consult Circle's own attestation reporting directly for current reserve composition.
When was Circle's EURC licence granted, and by whom?
Not stated on Circle's own EURC page — it names Circle Internet Financial Europe SAS as the licensed entity and June 2024 as when MiCA's EMT rules applied, but no specific grant date or regulator. This guide does not assert either beyond what Circle publishes.
